Located in the heart of Accra and operating with U.S. standards of safety, care and doctor-patient confidentiality, LuccaHealth Medical Specialty Center provides specialty and same-day surgical care. In 2020, LuccaHealth also will offer hemodialysis and interventional imaging services.

Our physicians and nurses – in ENT (Ear-Nose-Throat), general surgery, gynecology, internal medicine, nephrology, ophthalmology and reconstructive surgery – are as devoted to delivering innovative quality care as they are to safeguarding patients’ health, well-being and confidentiality.
LuccaHealth operates on two campuses in East Legon, Accra, Ghana:
LuccaHealth East, located at Justice E.P. Sowah Avenue, Ambassadorial Enclave; and,
LuccaHealth West, located on the MDS-Lancet Medical Campus, Plot No. 27, Maseru Street (opening December 2019).
LuccaHealth Medical Specialty Center’s physicians and nurses are skilled at providing the type of specialty care and same-day surgical interventions that are needed – and for which too many who live in West Africa must wait or leave the region to get abroad. Our team of specialists and nurses are committed to delivering the same quality of medical care and modern diagnostics in Ghana that patients find in New York, London or Johannesburg. With purpose-built, state-of-the-art facilities, LuccaHealth patients can choose to stay home and get well – without waiting.
A board-certified general internist, Dr. Armstead graduated from the University of California, Irvine and earned his medical degree from Michigan State University College of Human Medicine. Prior to joining LuccaHealth, Dr. Armstead operated a healthcare consulting practice as a principal at Armstead & Esslinger. Previously, Dr. Armstead worked for UnitedHealth Group (UHG), the world’s largest healthcare company, in strategic leadership roles for UHG as President of the U.S. Northeast Region and as Executive Vice President for Optum, a healthcare infrastructure division serving over 80 million customers. In 1994, he served as Director, Office of Managed Care, U.S. Department of Health and Human Services, as an appointee in the Clinton Administration.
Mr. White holds a Bachelor’s degree in Health Care Management from Southern Illinois University and a Master of Business Administration from the Johns Hopkins Carey School of Business. Prior to joining LuccaHealth, Mr. White worked for more than twenty years in operations roles at Nova Fairfax Hospital in Virginia and Lifebridge Carroll Hospital in Maryland; his last position prior to his joining LuccaHealth was Chief Operating Officer for Samaritan Healthcare in Washington State. Prior to his healthcare career, Mr. White served in the United States Navy for eight years, including two tours of duty during Desert Shield and Desert Storm.
A board-certified nurse practitioner, Ms. Wiafe holds a Bachelor’s degree in Nursing from Boston College and a graduate degree from the University of Massachusetts, with a concentration in acute care and the cardiovascular subspecialty. Prior to joining LuccaHealth, Ms. Wiafe worked for more than ten years as a coordinator and nurse practitioner at Massachusetts General Hospital – the main teaching hospital of Harvard Medical School – with a primary focus on cardiac surgery. Previously, she worked for more than a decade in senior nursing roles at Tufts-New England Medical Center, University of California, San Francisco General Hospital and New York – Cornell Medical Center.
Ms. Aboagye holds a Bachelor’s degree in Management from Morgan State University and her Master of Business Administration, with a concentration in Health Care Management and Enterprise Risk Management, from the Johns Hopkins Carey School of Business. Ms. Aboagye has been resident in Ghana working for LuccaHealth since May 2019. Prior to joining LuccaHealth, Ms. Aboagye worked as the Ambulatory Services Manager in the Department of Gastroenterology/Hepatology at Johns Hopkins School of Medicine. Prior to serving at Johns Hopkins School of Medicine, Ms. Aboagye was an account manager at Carefirst-BlueCrossBlueShield and the Ghana Operations Manager for Engender Health.
A board-certified general surgeon, Dr. Khambaty earned her Bachelor’s degree from the University of California at Berkley and her medical degree from Howard University in Washington, D.C. Dr. Khambaty specializes in minimally invasive laparoscopic surgery. She is a member of the American College of Surgeons. Prior to joining LuccaHealth, Dr. Khambaty practiced with the Mid-Atlantic Permanente Medical Group as the Assistant Chief of the Department of Surgery at Kaiser Permanente in Washington, D.C. Prior to practicing with Kaiser Permanente, Dr. Khambaty practiced as an attending general surgeon at George Washington University Hospital in Washington, D.C., one of the leading hospitals in the United States.
A board-certified gynecologist, Dr. Tagoe earned her Bachelor’s degree from Duke University and her medical degree from the University of Medicine and Dentistry of New Jersey – New Jersey Medical School. Dr. Tagoe specializes in general gynecology and minimally invasive gynecologic surgery procedures, such as laparoscopic surgery. She is a member of the American Association of Gynecologic Laparoscopists, as well as a Fellow of the American Congress of Obstetricians and Gynecologists. Prior to joining LuccaHealth, Dr. Tagoe practiced with Aria Jefferson Health, The Center for Gynecology and Women’s Health, as attending gynecologic surgeon and Interim Chair of the Gynecology Department in Philadelphia, Pennsylvania. Previously, she was attending gynecologic surgeon with the Gynecology Specialists of Philadelphia at Penn Presbyterian Medical Center, a University of Pennsylvania affiliate.
Dr. Fragkou is board-certified in otorhinolaryngology (Ear-Nose-Throat (ENT)), Head & Neck and Reconstructive surgery. Dr. Fragkou earned her medical degree and specialty training from the University of Rome, La Sapienza, Italy. Dr. Fragkou specializes in general otorhinolaryngology, head and neck surgery, and reconstructive surgery procedures, including general otolaryngology (adult & pediatric), otology and audiology, neurotology (acoustic neuroma, TM perforation, cholesteatoma, otosclerosis), rhinology (including functional endoscopic sinus surgery, septoplasty and functional rhinoplasty), voice pathologies, speech therapy, swallowing disorders, sleep apnea surgery, pediatric surgery and reconstructive surgery. Prior to joining LuccaHealth, Dr. Fragkou practiced as an ENT Consultant with Treetop Hospital, Maldives, and as an ENT and reconstructive surgeon Consultant with Dr. Sulaiman Al Habib Medical Group, Riyadh, Saudi Arabia.
Dr. Tagboto is board-certified in both internal medicine and nephrology. Dr. Tagboto earned his medical degree and his specialty training from the University of London. Dr. Tagboto specializes in both internal medicine and nephrology – the identification and management of chronic kidney disease (CKD) – including peritoneal and hemodialysis. Dr. Tagboto is a Fellow of the Canadian Royal College of Physicians for both internal medicine and nephrology. Prior to joining LuccaHealth, Dr. Tagboto was a Consultant in nephrology and internal medicine at the Yarmouth Regional Hospital, Nova Scotia and Clinical Assistant Professor of Medicine, Dalhousie University, Canada.
A board-certified ophthalmologist specializing in retinal diseases, Dr. Zinicola earned his medical degree from the School of Medicine, University of Genova, Genova, Italy and completed his certificate in specialty training in ophthalmology at the University Eye Clinic Genova, Italy. Dr. Zinicola’s areas of practice include vitreoretinal diseases and surgery, diabetic retinopathy, intravitreal injections and laser treatments, cataract surgery and retinal diagnostic exams. Prior to joining LuccaHealth, Dr. Zinicola was a Consultant Ophthalmologist, Vitreoretinal Surgeon and Medical Retina Specialist, Western Sussex Hospitals NHS Foundation Trust, United Kingdom.
A board-certified anesthesiologist, Dr. Adwedaa earned his undergraduate and medical degree at the University of Ghana Medical School. Dr. Adwedaa completed his anesthesia training at the Northern School of Anesthesia in the United Kingdom (Newcastle University Teaching Hospitals: Royal Victoria Infirmary, Newcastle General Hospital, and South Tyneside District Hospital). Dr. Adwedaa is a Fellow of the Royal College of Anesthetists in the United Kingdom, the Royal College of Surgeons of Ireland, and the Ghana College of Surgeons. Prior to joining LuccaHealth, Dr. Adwedaa was a Consultant Anesthesiologist at Doncaster and Bassetlaw Teaching Hospitals NHS Trust and an Honorary and Clinical Senior Lecturer at the University of Sheffield Medical School in the United Kingdom.
A certified nurse anesthetist, Ms. Masse earned her Bachelor’s degree from Grambling State University and her Master’s in Nursing from Fairfield University in Connecticut. Ms. Masse specializes in pre, intra and post-operative management of diverse patient populations for general surgery, orthopedics, neurosurgery, OB/GYN, pediatrics, vascular and cardio thoracic surgeries and trauma. Prior to joining LuccaHealth, Ms. Masse worked at United States Anesthesia Partners in Houston, Texas. Before residing in Texas, Ms. Masse practiced in Connecticut at Anesthesia Associates of Southern Connecticut and Anesthesia Associates of New London.

Our physicians and nurses understand the value of partnership in caring for patients. That is why we have invested in a practice management system that facilitates real-time sharing of clinical information with referring and treating physicians. We want to deliver the best clinical decisions at the time a patient is seen — giving the right care, at the right time, in one place. Our physicians and nurses are invested in the Ghanaian medical community. They perform and support surgical procedures at facilities in Accra and regionally – sharing the value of their minimally invasive technical skills as well as offering the transfer of knowledge to physicians who work beside them during procedures.
LuccaHealth Medical Specialty Center’s state-of-the-art facilities are designed with our patients’ comfort and needs in mind. Both of our facilities are located in East Legon in Accra, less than 8 minutes apart. LuccaHealth employs a full-time team of internationally-trained (U.S. and EU) physician specialists who provide on-site consultations and minimally invasive surgical procedures to treat patients and send them home the same day. Soon, LuccaHealth also will offer world-class diagnostics services on-site, supported by a full-time interventional radiologist. Our patients will have convenient, immediate diagnostic support for their specialists and referring physicians. LuccaHealth’s seamless electronic environment (using the AllScripts’ Sunrise Practice Management Platform) enables patients and their physicians to have access to real-time consultation, surgical and imaging reports and records.
